CEELI works
with local partners to improve efficiency and fairness in
Georgia's judicial system. In
2004–05, CEELI sponsored expert roundtables and a U.S.
study tour that helped shape structural reforms to the judicial
system. Since June 2005, CEELI has provided ongoing technical
and financial assistance to the High Council of Justice in
organizing judicial qualification exams. CEELI is sponsoring
an advocacy campaign by the Judges of Georgia Association to
combat judicial corruption and to strengthen judicial
independence, and it is cooperating with the Ministry of Justice
to improve Georgia's enforcement of judgments system. |

CEELI's legal
education reform initiatives are closely linked with Georgia's
broader education reform efforts. In 2005, CEELI assessed the
legal education system and began working with a parliamentary
working group to draft a legal education law. CEELI is also
collaborating with the Georgian Law Students' Association (GLSA)
on a street law project to increase secondary schools students'
awareness of human rights, the law,
and democratic government and on GLSA's national moot court
competition for law students and recent law graduates. |

CEELI played a leading role in
organizing Georgia's first bar examinations in 2003 and
in 2004 and the Inaugural Assembly of the Georgian Bar
Association in early 2005. CEELI trains defense lawyers on
pre-trial case preparation and trial skills and
is working with local experts to develop a code of ethics |

Building on
the findings of its assessment of Georgia's compliance with the
UN CEDAW Treaty, CEELI supports the Georgian Young Lawyers'
Association's advocacy campaign on domestic violence
legislation. CEELI also supports the Center for the Protection
of Constitutional Rights' free legal assistance to socially
vulnerable women in the areas of labor rights, domestic
violence, and family law. |

Anti-Corruption and Public Integrity |
CEELI has
provided technical assistance in outreach, organizational
restructuring,
and training to the Inspector General Offices in Georgia's
Ministries of Justice and Education. CEELI is assisting the
National Security Council in developing a national
anti-corruption strategy and in drafting a unified Inspector
General Law. |

CEELI has contributed technical
assistance to the Georgian government to bring the Criminal
Procedure Code in line with international standards, and it has
trained prosecutors on ethics and human rights. CEELI has also
trained Ministry of Interior staff on investigating human
trafficking. |
