The American Bar Association Rule of Law Initiative (ABA/ROLI) provides state of the art assistance in support of the rule of law throughout Central and Eastern Europe, Eurasia and the Middle East. With offices in 24 countries, ABA/ROLI has organized hundreds of interactive training workshops, helped establish judicial training and public advocacy centers, and analyzed hundreds of draft laws and constitutions. Through its extensive network of lawyers, judges and law professors and its experienced staff, ABA/ROLI helps build the legal infrastructure, human capacity, and local institutions that are indispensable to strong, self-supporting democracies.

ABA/ROLI in Georgia

ABA/ROLI opened its office in Tbilisi with USAID funding in 1996 and has since contributed to a number of milestones in Georgia's democratic development, including the administration of judicial qualification examinations; the development of the Judges of Georgia and the Georgian Law Student's Associations; support for the Georgian Young Lawyers' Association; and the creation of legal clinics. The Rose Revolution brought renewed vigor to legal reform, and ABA/ROLI responded with technical and financial assistance for Georgia's first bar examinations and the creation of first nation-wide bar association; government anti-corruption efforts; extensive structural reforms in the judiciary; the establishment of a women's rights advocacy center; the drafting of domestic violence legislation; and reforms in Georgia's legal education system.
In 2000, ABA/ROLI established its Criminal Law Reform Program in Georgia with funding from the U.S. Department of State's Bureau of International Narcotics and Law Enforcement and coordinates its work with the U.S. Department of Justice's Resident Legal Advisor in Tbilisi. ABA/ROLI and its partners in Georgia - the Ministry of Justice, the General Prosecutor's Office and the National Security Council - work to combat corruption, improve criminal legislation, and enhance the skills and knowledge of law enforcement officials. ABA/ROLI also works with criminal defense attorneys to develop much-needed trial advocacy skills.
